Impact Monitoring on the Consolidated Appeals Process (CAP) 2008

 

The Quarterly Impact Monitoring on the CAP 2008 aims to review the impact of the overall humanitarian operation, the evolving context and other factors, and adjust overall strategic priorities for all clusters when necessary. To this effect, a joint monitoring strategy has been created between the cluster leads, the IASC Country Team and OCHA.
 

In November 2006, the IASC in Uganda agreed to conduct periodic monitoring of the humanitarian operation and of the strategic and programmatic priorities. The IASC Country Team was charged with the responsibility to constantly monitor the context and the strategic priorities, while the cluster leads assumed the responsibility to monitor and suggest changes to the operational priorities.

In 2008, the humanitarian community will further reinforce the system of monitoring. A joint monitoring strategy has been created between the cluster leads, the IASC Country Team and OCHA. Together they will monitor the two overarching objectives identified in the CAP 2008:

 

1) Saving Lives by providing emergency assistance where required and ensuring rapid response capacity in emergency situations;
2) Facilitating Recovery by promoting durable solutions and re-establishment of livelihoods, including disaster preparedness measures.

Monitoring will be carried out according to the four levels described in the chart attached. The analysis of the impact and results of the programmes undertaken by each cluster will first be collected and analysed at district level by cluster members. On a monthly basis, national cluster leads will collect and analyse district programming impact, in order to recommend adjustments and re-direct programmes as necessary. OCHA will monitor achievements monthly against the overall CAP 2008 goals, based on the analyses and results reported by cluster leads. On a quarterly basis, the Heads of Agencies and the Cluster Leads will present the results of this impact monitoring to the IASC Country Team. The IASC will then review the impact of the overall humanitarian operation, review the evolving context and other factors, and adjust overall strategic priorities for all clusters when necessary.
