UGANDA HUMANITARIAN PROFILE 2011

Based on consultations with the Government of Uganda, the United Nations, the non-governmental community and donor representatives, the Humanitarian Country Team (HCT) decided in August 2010 that the humanitarian situation in Uganda would no longer warrant a Consolidated Appeals Process (CAP) in 2011. Instead, it was agreed that an Inter-Agency Working Group, with participation of the Office of the Prime Minister (OPM), should develop a humanitarian profile for Uganda as a tool to guide decision on humanitarian action in 2011. The HCT further noted the opportunity to support the Government’s Peace, Recovery and Development Plan (PRDP) thereby boosting the ongoing recovery and development efforts in Karamoja, Acholi and Teso regions that have been targeted by the CAP in previous years. UN SECRETARY-GENERAL SEEKS $7.4 BILLION TO AID 50 MILLION PEOPLE IN 2011

CONSOLIDATED APPEAL FOR UGANDA 2010 - MID YEAR REVIEW (MYR)

Midway through the 2010 Consolidated Appeal (CAP), the humanitarian context in Uganda remains largely unchanged. While confidence in the sustainability of the current peace has resulted in significant homeward movements by internally displaced people (IDPs) and the closure of three-quarters of the camps, the dearth of basic social services continues to be a fundamental concern in northern Uganda and in Teso. Without significant improvement in their access to such essential services as safe water, sanitation, healthcare, and protection, IDPs returning to villages of origin cannot be said to have found durable solutions to their plight. UGANDA CONSOLIDATED APPEAL 2010 MONITORING REPORT MAY-AUGUST.

Key Highlights
·         42% of the indicators are on track. 33% experience major implementation gaps while 12.5% experience minor gaps. 11% indicators have not been reported on while 2% have targets not expected to be met this year.

·         In Acholi, the food security and livelihoods sector shows good progress. Eight of 10 indicators are on track, while the two are planned for implementation during the last trimester. These are related to disaster risk reduction.

·        In Karamoja, Nutrition, Food Security and Livelihoods sectors are on track. Education reports major gaps in eight of nine indicators with activities facing reluctance resulting from non-responsiveness from communities.

·        In Teso, the WASH sector reports two indicators on track while two and four experience minor and major gaps, respectively, with poor institutional capacity proving to be a stumbling block. The sector also reports steady progress on the construction of latrines in schools, with more support required to meet the target.
