Saving Lives: Overview of Major Disasters Within the scope of the 2008 Consolidated Appeal for Uganda, the humanitarian community agreed to two overarching goals, namely to: • Save lives by providing emergency assistance where required and ensuring rapid response capacity in emergency situations; and • Facilitate recovery by promoting durable solutions and re-establishment of livelihoods, including disaster preparedness measures. Humanitarian programming under the goals of saving lives includes programming aimed at stabilizing the situation of vulnerable groups in northern Uganda as outlined in the CAP 2008 and forthcoming Mid-Year Review; providing aid and protection in Karamoja; strengthening Disaster Preparedness; and responding to new crises such as the 2007 Floods and Ebola Outbreak.
